Subharti is a tangible manifestation of the lofty ideals of a visionary, Dr. Atul Bhatnagar, a noted surgeon of Western UP, who had always nurtured a dream & desire to make a significant contribution to the nation through education. Thus was born the idea of establishing a university. The endeavour to make the University at par with any other University nationally & internationally has gained impetus & momentum under the presidentship of Dr. Mukti Bhatnagar, a Physician and Medical Imaging Specialist of equal renown & repute.
BRIEF HISTORYWay back in 1960, children of the professors of Meerut College, residing in a small close knit colony, Victoria Park, formed an informal cultural group known as ‘Baccha party’. The activities of this group was to arrange & organize cultural programmes on celebrated occasions as well as celebrate National Days such as the Independence Day & Republic Day etc.. with time, the role of this group grew to inspire change in the name, ‘Baccha party’ to Subharti Bal Sanstha, which had by now acquired a more responsible aspect. Atul Bhatnagar, son of a eminent economist & professor of Meerut University Dr. K. K. Bhatnagar, was the progenitor as well as the navigator of the Sanstha. As Atul Bhatnagar & his teenage associates grew in age and attained adolescence, Subharti Bal Sanstha also came of age to be renamed ‘Yuva Uthan Samiti’that was raring to take on greater social activities.
Meanwhile, Dr. Atul Bhatnagar had qualified for medical studies through the Combined Pre-Med Test of Uttar Pradesh and joined Lala Lajpat Rai Medical College, Meerut in 1971.But the activities of the Yuva Utthan Samiti continued unhampered. In 1974, by the time he came to the 4th year of his Medical studies, he had completely overhauled Subharti Yuva Utthan Samiti from a mere cultural organization into a social service unit,with community service & nationalism as its core objectives & motto apart from organizing cultural activities. Destined for greater roles, the organization was now called Subharti Seva Sanstha. Ever since, it has become one of the most active and performing organizations of the country, today. Over the years several sister organizations of Subharti Seva Sanstha have been established by Dr. Atul Bhatnagar for variable and specific purposes, which are working with the same passion & fervor, driven by the motto & mission “Vasudev Kutum Kam” i.e. “One Family, One Nation”.
The Society became a social service Non Govermental Organization in 1974. The organization, in addition to other social works, organized Medical Aid Camps for villagers, carrying a team of doctors with them so as to provide medical aid to the under privileged at their doorsteps.
Providing social service in myriad other ways, and generating a feeling of national unity becomes the very essence of this organization and a great motivating force that has led the visionaries into commendable works of charity & upliftment.
Subharti was registered as a social service organization with the registrar of Societies, U.P., under the name & style of Subharti Seva Sansthan in 1979.

Subharti K.K.B. Charitable Trust was established in 1991,by Smt. Rajwati Bhatnagar in the memory of her husband, (Late) Prof. Dr. Krishna Kumar Bhatnagar. Various educational institutions & service centres have been established under the banner of the Trust.

A retired IAS Officer with wide and diverse experience having held important assignments like Chief Secretary, Govt. of Goa, Member Secretary, Twelfth Finance Commission in the Ministry of Finance, Govt. of India, Chairman, Tariff Commission, Vice Chairman, Central Administrative Tribunal and Secretary, Indian Council of Agricultural Research.
Dr. G.C. Srivastava (born on- July 1, 1943) has had a brilliant academic and professional career. After an early education in different schools in U.P., he graduated from Lucknow University in 1959, and thereafter did his masters in Geophysics from Banaras Hindu University and in Public Administration from Punjab University. He studied at Allahabad University for his LLB degree and acquired his Doctorate Degree in Agricultural Economics from Kanpur University. After joining the Indian Administrative Service in 1967, he worked in different capacities in the states of Assam, Mizoram and Goa as well as in the National Capital Territory of Delhi. He held important positions in the ministries of Personnel, Agriculture, Commerce & Industries and Finance of Govt. of India until he retired as Member Secretary of the Twelfth Finance Commission on 31st December, 2004 . Thereafter, he was appointed by Government of Uttaranchal Chairman of the second State Finance Commission, and soon after completing the assignment, he returned to rejoin Government of India as Vice Chairman of the Jabalpur Bench of the Central Administrative Tribunal, from where he retired on 30.06.2008.
Dr. Srivastava has authored books on different facets of public administration, including industrial development, agricultural research, municipal administration, panchayat raj institutions and fiscal federalism. He has traveled widely within the country and abroad and has participated in several national and international conferences and seminars. As the Secretary of the Indian Council of Agricultural Research, Dr. Srivastava was associated directly with the educational system of the country for five years, overseeing the functioning of all the State Agricultural Universities.
